UX under Engineering

Question"The Blackblot organizational chart shows UX under Engineering. Isn't UX, at least partially, owned by product management?"

User Experience (UX) is an occupational domain broadly responsible for shaping the sensory, behavioral, and emotional aspects of a user's interaction with the product. 

At a colloquial level, UX is tasked with providing a guide to building the product's Externals (aka "Dashboard"). In contrast, Development is tasked with providing a guide to building the product's Internals (aka "Engine").

Those Externals and Internals are joined to create a functional, usable, and esthetic product.

In any case, according to the second foundation rule of the Blackblot PMTK Methodology™, UX resides in the solution space and therefore is in no way part of product management.
