Question: "Ideally in which group should the program manager reside in (e.g., Engineering, Product Management, etc.)?"
According to the Blackblot PMTK Methodology™, the program management function and the individual program managers all reside under the Operations group, which reports to the company's COO (Chief Operating Officer).
