Program managers manage product projects. Product managers actually manage the market problem which the product solves.
According to the Blackblot PMTK Methodology™, the job of a product planner (aka product managers at many companies) is to deeply understand the market problem that needs to be solved and then to articulate every facet and nuance of that market problem to the development team.
